Minimum Occupation Period (MOP) Rules in Singapore

MOP is the government's anti-speculation lock on subsidised housing. Break it and the consequences are severe. Here's every rule you need to know.

Private condos and landed properties have no MOP. DBSS (Design, Build and Sell Scheme) flats were discontinued in 2011 but existing units still have MOP.

Renting Out Rooms During MOP

You can rent out spare bedrooms after 3 years of occupation — but there are strict conditions:

Special Cases

Divorce during MOP

If you divorce during MOP, you can apply to transfer the flat to one party (subject to eligibility) or return the flat to HDB. The court order determines the split. MOP does not reset for the retaining party.

Death of an owner during MOP

The remaining owner(s) can continue to live in the flat and fulfill MOP. If the remaining household doesn't meet eligibility, they may need to dispose of the flat.

Inheriting a private property during MOP

If you inherit a private property during MOP, you must dispose of either the inherited property or your HDB flat within 6 months of the inheritance. You cannot hold both.

The Minimum Occupation Period for all HDB flats (BTO, SBF, resale) is 5 years. It starts from the date of key collection, not the date of purchase or move-in. During MOP, you must physically live in the flat as your primary residence.

What is the MOP for Executive Condominiums?

ECs have two milestones: a 5-year MOP from key collection (after which you can sell to SCs and PRs), and a 10-year mark from TOP (after which the EC is fully privatised and can be sold to anyone including foreigners). During the first 5 years, you cannot sell or rent the whole unit.

Does MOP start from purchase date or key collection date?

MOP always starts from the key collection date — not the date you signed the Agreement for Lease, not the date you paid the deposit, and not the date you moved in. For BTO flats, this is the date you collected keys at HDB Hub after TOP.

Can I rent out rooms during MOP?

You can rent out spare bedrooms after living in the flat for at least 3 years (not the full 5-year MOP). You must be an SC or PR, the flat must be 3-room or larger, and you need HDB approval. You cannot rent out the entire flat during MOP under any circumstances.

Can I buy a private property during MOP?

No. HDB flat owners cannot purchase private residential property (condo, landed, or overseas residential) during MOP. You must wait until MOP is fulfilled. The only exception is if you inherit a property — and even then, conditions apply.
