Both have a 5-year Minimum Occupation Period. The key difference: after HDB MOP, you can sell to any SC/PR on the open market with no further restrictions. After EC MOP (5 years), you can only sell to SC/PR. You need to wait until 10 years from TOP for full privatisation, which lets you sell to foreigners and entities. HDB flats never privatise.

When does the EC MOP start counting?
